Delhi Imposes GRAP‑1 Restrictions as Air Quality Worsens Ahead of Diwali


 

New Delhi, October 14, 2025 — With air quality deteriorating across the National Capital Region (NCR), the Commission for Air Quality Management (CAQM) has activated Stage I of the Graded Response Action Plan (GRAP‑1) in Delhi and its environs. 

Why GRAP‑1 Now?

The move comes as air pollution levels cross thresholds, pushing the Air Quality Index (AQI) into the “Poor” category, triggering preventive measures. Authorities aim to restrain further escalation before the Diwali season, when traditionally pollutant levels tend to spike. The restriction is an early intervention, with CAQM saying the action is necessary to protect public health and curb emissions from various sources. 

What the GRAP‑1 Measures Enforce

Under GRAP Stage I, a number of controls and bans are being enforced:Open burning of waste (garbage, biomass) is prohibited. Dust control at construction/demolition sites is strictly mandated; projects of a certain size must adopt mitigation plans. Use of coal or firewood in roadside eateries and commercial kitchens is banned. Diesel generators can be used only for essential/emergency services. Emission checks, traffic curbs, and restrictions on visibly polluting vehicles are being strengthened. Mechanised road sweeping and water sprinkling to suppress dust on roads. Ban on firecrackers’ production, sale, storage through the festive period. Citizens are urged to use public transport, avoid unnecessary travel, and switch off idling engines. 

Reactions, Challenges & Outlook

Local authorities have been tasked with strict enforcement of these norms across Delhi-NCR. The restrictions are preventive in nature, but effectiveness will depend on public cooperation, enforcement, and meteorological conditions (wind, dispersion).Experts caution that unless hotter spot contributors (like stubble burning in neighboring states, vehicular emissions) are controlled, air quality could worsen, especially after Diwali. Many residents are being urged to minimize outdoor exposure and follow pollution-reducing habits during this period.
